There are public and non governmental organizations in relation with seed sector in Turkey.
1. PUBLIC AUTHORITY
1.1. Central Establishment in Ministry of Food, Agriculture and Livestock (MoFAL)
1.1.1. General Directorate of Vegetative Production (GDVP)
GDVP determines seed production policies in Turkey. Also GDVP conducts implementations of these policies. And to prepare regulations and rules about registered plant varieties, certification works of seed, seeding and sapling, plant breeders’ rights, ornamental plants, control and authorization, advance-fixing certificate, delegations, data collection are related to main field of activity of GDVP.
1.1.2. General Directorate of Food And Control (GDFC)
Determination of related to plant health and control policies are activity areas of GDFC in seed sector. Within the framework of this activity area GDFC performs the border control operations and circulating domestically of seed
1.2. Public Certification Institutes
1.2.1. Variety Registration and Seed Certification Center (VRSCC)
VRSCC is central institute about plant variety registration and work of seed certifications. VRSCC conducts distinctness, uniformity and stability (DUS) tests, measurement of agricultural values tests of candidate seeds and final control tests in certifications system.
VRSCC only authorized institute to prepare of OECD and ISTA certificates. VRSCC also publishs national seed list and it is referee laboratory among the other labs.
1.2.2. Adana Seed Certification Test Directorate
In Çukurova region and some province of Southeastern and Eastern Anatolia Adana Directorate is authorized about seed certifications such as lab works and final tests in field.
1.2.3. Antalya Seed Certification Test Directorate
In some province of West Mediterranean and Inner Aegean region Adana Directorate is authorized about seed certifications such as lab works and final tests in field.
1.2.4. Beydere Seed Certification Test Directorate
In some province of Aegean region and South Marmara region Beydere Directorate is authorized about seed certifications such as lab works and final tests in field.
1.2.5. Çayirova Seed Certification Test Directorate
In some province of Trakya region and Western Black Sea region Beydere Directorate is authorized about seed certifications such as lab works and final tests in field.
1.2.6. Samsun Seed Certification Test Directorate
In some province of Central Black Sea, Eastern Black Sea and Eastern Anatolia regions Samsun Directorate is authorized about seed certifications such as lab works and final tests in field.
1.2.7. Karacabey Sapling and Seedling Test Directorate
Product sapling without harmful organisms and deliver to the sapling sector is mainly duty of Karacabey Directorate. Karacabey also makes control of virus tests in samples come from farmers.
2. NON GOVERNMENTAL ORGANIZATIONS
2.1. Turkey Seed Growers Association (TÜRKTOB)
TÜRKTOB has founded according to Seed Law No.5553 in 2006. TÜRKTOB is a professional organization in the nature of public institutions, having legal personality.
The purpose of founding of TÜRKTOB; is to facilitate professional activities by providing professional solidarity between natural or legal persons operating in seed sector with the development of the seed sector, to ensure the protection of economic and social rights of those in seed business and to fulfill the tasks assigned by the legislation.
TÜRKTOB consist of seven sub unions. These unions are;
• Sub-Union of Plant Breeders (BİSAB),
• Sub-Union of Sapling Manufacturers (FÜAB),
• Sub-Union of Seedling Growing (FİDEBİRLİK),
• Sub-Union of Ornamental Plants Producers (SÜSBİR),
• Sub-Union of Seed Distributors (TODAB),
• Sub-Union of Seed Industrialists and Producers (TSÜAB) and
• Sub-Union of Seed Growers (TYAB).
2.2. Turkey Seed Industry Association (TURKTED)
TURKTED is nongovernmental organization, too. It has established in 1985 . TURKTED focuses on strengthening and development of seed industry in Turkey.
